Notice the definition does not say fix when broken or failed.

Our philosophy and the primary reason for the Annual Inspection –
To catch items before they fail.

After the inspection is complete a list of unairworthy mechanical items know as
“Squawks” will be provided to the aircraft owner. These squawks will need to be
repaired or corrected before the aircraft will be considered airworthy again.
Propellerhead will work with you on each item and provide estimates for repair
as well as timeframes.
